AVOID CHALLENGES AND DISQUALIFICATION!
Some prospective delegates and county Party officers may have incorrect ideas about delegate selection for our upcoming state Party convention. Please be sure you understand and comply with ALL FOUR* of the requirements for being a delegate and avoid being disqualified by challenge at the convention.
WHAT'S NO LONGER VALID?
Bylaw Proposal 11 that was passed at LPC's 2007 convention in San Ramon removed the language concerning county selection of delegates. County Parties are no longer responsible for nominating delegates to the LPC convention.
WHAT'S VALID NOW?
Delegates to the LPC convention must be State Central Committee members for any 90-day period before the convention that starts on April 24, and must register and participate in at least the convention business
meetings on Friday, Saturday, Sunday, or any combination thereof.
*HOW DO DELEGATES MEET THIS REQUIREMENT?
There are FOUR REQUIREMENTS for being a delegate at the LPC convention. The first three are to be a State Central Committee Member, and the fourth is to register and participate at least in the convention's business meetings on Friday, Saturday, Sunday, or any combination of those days.
The three requirements for being a State Central Committee member are that one currently is a member in good standing (items 1 and 2, below) and also is a Registered Libertarian or “Decline To State” voter. The three criteria for State Central Committee membership follow.
1. A member in good standing either a) currently holds public office in California that was won running as a Libertarian, or b) paid dues to be a current member.
2. A member in good standing also has on file in the LPC's office their written intention to be an LPC member, including at least their name and mailing address, plus their dated signature on the Party's non-initiation
of force certificate.
3. A State Central Committee member is a member in good standing (items 1 and 2, above) and also is registered with the California Secretary of State Elections Department as a Libertarian, or as “Decline To State” party affiliation.

RAMIFICATIONS
These changes relieve county Parties of the responsibility for qualifying delegates and place that responsibility on the prospective delegate.
All prospective delegates should notify the LPC office of their intention to be a delegate at the LPC convention so that the office can verify their qualifications well in advance of the convention. This step is extraordinarily important to help prevent delegates from being disqualified by challenge at the convention.
And yes, the Party Secretary WILL CHALLENGE any and every delegate who has not contacted him and complied with ALL FOUR requirements to be a delegate at the LPC convention.
